Expressions of Interest sought for Community Representatives on Council’s Local Planning Panel

Hawkesbury City Council is required to establish a Local Planning Panel to determine specific categories of planning applications and proposals for local development. The Panel is established periodically, every three (3) years.

The Hawkesbury Local Planning Panel (HLPP) will comprise of a Chair, a minimum of 14 Independent Experts, and a minimum of four (4) Community Representatives. The Chair and Independent Experts are appointed by the Minister for Planning and Public Spaces, and the Community Representatives are appointed by the local council.

Council is seeking Community Representatives with an interest in contributing to quality development outcomes for the Hawkesbury Local Government Area. Community Representatives are appointed to bring local knowledge and experience to the HLPP. The successful Community Representatives will be placed on a rotating roster and may be required to attend approximately four (4) meetings a year.

The responsibilities of a Community Representative include:

  • attendance at HLPP meetings which may be held monthly – community representation is rotational with one community member required per meeting
  • consideration of Development Applications which are referred to the HLPP for electronic determination (without a need for a formal public meeting)
  • other functions including providing advice to Council on planning proposals and other planning or development matters referred to the HLPP.

This is a part-time, paid role commencing in July 2024 and remunerated in accordance with rates set by the NSW Government. A Community Representative will be paid:

  • a maximum of $500 plus GST per meeting
  • $71 per hour for business that is undertaken outside of meetings (and not associated with a meeting)
  • reasonable travel and out of pocket expenses.

Note: The above rates are inclusive of all work a Panel Member does for a meeting, including preparation, site visits, the meeting itself and any deliberation and voting by the Panel on matters considered at the meeting once the meeting is closed.

Appointments to the HLPP are for a period of up to three (3) years, or when the term is due for renewal under any Direction from the Minister for Planning.

Mayors, Councillors, property developers or real estate agents are not eligible to apply.

Interested parties are required to address the below selection criteria in your application:

  • are current residents within the Hawkesbury Local Government Area
  • have an understanding of the Hawkesbury Local Government Area and issues of concern to the local community
  • have the capacity to form independent views and to contribute constructively to the determination of Development Applications and consideration of Planning Proposals
  • are able to demonstrate a basic level of understanding of the planning system, i.e. knowledge of the Council’s Local Environmental Plan, Development Control Plan, Local Strategic Planning Statement and Community Strategic Plan
  • are committed to:
    • following the Code of Conduct for Local Planning Panel Members and the Local Planning Panels Operational Procedures
    • attending the Local Planning Panel meetings and contributing constructively to the determination of applications.

Public Exhibition – Part 5 Application for extension of Grose River Road, construction of a concrete bridge spanning the Grose River and the construction of a T- intersection at Springwood Road

Council is currently assessing an application to construct a new road that will connect Grose River Road at Grose Wold with Springwood Road at Yarramundi, including a new bridge across the Grose River.

Council is publicly exhibiting the proposal and is seeking comment and submissions from the community until the exhibition closes on 20 May 2024.

The application and other supporting documentation can be viewed during the exhibition period on Council’s online community engagement site www.yourhawkesbury-yoursay.com.au or at Council’s Administration Building, 366 George Street, Windsor, from 9am to 4pm Monday to Friday.

Council will receive submissions in writing via www.yourhawkesbury-yoursay.com.au or addressed to the General Manager by mail to Hawkesbury City Council, PO Box 146 Windsor NSW 2756, or email to council@hawkesbury.nsw.gov.au up to close of business on 20 May 2024.

Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act 2009. The inclusion of personal information in your submission is voluntary. The information will ultimately be stored in Council’s records system.

The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.

Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Experience staff or Council’s website or direct link Political donations and gifts disclosure statement - 2008 (nsw.gov.au)

Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc., for the purposes of the Privacy and Personal Information Protection Act 1988.

Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.

Integrated Development Proposal

25 Bridge Street WINDSOR NSW 2756 (Lot 102 DP 1151845)

Hawkesbury City Council has received a Class 1 appeal for Development Application No. DA0330/19 for alterations and additions to the Hotel, landscaping and the construction of a car park at 25 Bridge Street, Windsor pursuant to Section 8.7 of the Environmental Planning and Assessment Act 1979. The applicant is MM Atelier Architects and the Land and Environment Court of NSW https://lec.nsw.gov.au is the consent authority.

The proposed development is defined as ‘integrated development’ under Section 4.46 of the Environmental Planning and Assessment Act 1979 because an approval under the Water Management Act 2000 is required.  The approval authority under the Water Management Act 2000 is DPE – Water.

The development application and supporting information will be on public exhibition until 22 May 2024. All plans and details may be inspected between 9am and 4pm Monday to Friday at Council's Administration Building, 366 George Street, Windsor or online at www.hawkesbury.nsw.gov.au/plan-and-build/current-and-past-applications/da-tracking

During the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference DA0330/19. Where a submission by way of objection is made, the grounds for objection are to be specified in the submission. Should you lodge a submission, your views will be considered as part of our assessment and a reply will be forwarded to you when the application is determined.

Please note that confidentiality is not available to objectors. The details of any submissions may be included in a Council report or forwarded to the applicant where it may help to resolve design or operational problems. Information (including copies of submissions) may also be released in accordance with Council Policy for Access to Information.

Nominations open for the Natalie Burton Memorial Award

Do you know a high school student who has shown great strength by overcoming adversity? Now is your chance to nominate them for the Natalie Burton Memorial Award.

Hawkesbury City Council has called for nominations for the annual Natalie Burton Memorial Award on behalf of the Burton, Turner and Lawrance families. Community members are encouraged to nominate any high school student from a high school in the Hawkesbury area whom they feel could be awarded with the prestigious Natalie Burton Memorial Award and $200 prize money.

The award is intended for a recipient who has faced a challenging circumstance and, despite this adversity, has still succeeded through their personal application and determination. This could be a disability, illness or a serious accident, the loss of a family member or other situations that sometimes present in life.

The award is open to male or female students and is not restricted to academic achievement; it may take the form of community, sporting or general achievements and improvements.

Natalie Burton was a remarkable individual who died from cancer in March 2003 at the age of 32. Natalie was herself an exceptional student who accomplished a great deal during her life. This award aims to see Natalie’s life and her extraordinary achievements inspire local students to overcome adversity in their own lives to still achieve.
