Exhibition of Planning Proposal LEP004/23 – 172 Commercial Road, Vineyard

Council is exhibiting a Planning Proposal and other supporting documentation for 172 Commercial Road, Vineyard (Lots 2 & 3 DP 229135) at www.yourhawkesbury-yoursay.com.au from Wednesday, 12 June 2024 to Wednesday, 10 July 2024.

The objective of the Planning Proposal is to:

  • amend the Hawkesbury Local Environmental Plan 2012 to allow a ‘depot’ and ‘warehouse and distribution centre’ as additional permitted uses with consent on the subject site
  • limit the total gross floor area of the existing and new development within the subject site to a maximum of 8,000m2
  • allow submission of development applications for future development of the subject site for the purposes of a ‘depot’ and ‘warehouse distribution centre’ to Council by 28 February 2027.

A hard copy of the Planning Proposal and other supporting documentation can also be viewed during the exhibition period at Council’s Administration Building, 366 George Street, Windsor from 9am to 4pm.

Council will receive online submissions via www.yourhawkesbury-yoursay.com.au or in writing addressed to the General Manager by mail to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756, or email council@hawkesbury.nsw.gov.au up to close of business on Wednesday, 10 July 2024.

Confidentiality is not available to respondents. The details of any submissions may be included in a Council report where it may help to resolve issues raised in the submission. Information (including copies of submissions) may also be released in accordance with Council’s Access to Information Policy.

The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the proposal. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.

Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift.  Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Service Unit or on Council’s website.

Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc., for the purposes of the Privacy and Personal Information Protection Act 1988.

Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.

The Minister for Planning has delegated the making of the Local Environmental Plan to Council and Council will be the plan making authority for the planning proposal.

Litter Prevention Plan – Council wants to hear from you!

Hawkesbury City Council has been successful in obtaining a grant to develop a forward-thinking Litter Prevention Plan. This plan will reflect Council’s ongoing commitment to sustainability and aims to enhance organisational capability for effective, strategic, and sustainable litter management and prevention into the future.

The NSW Environment Protection Authority’s Litter Prevention Grants Program aims to facilitate action and inspire leadership in litter prevention to ensure a healthy and thriving environment for the future. The program supports the new litter targets outlined in the NSW Waste and Sustainable Materials Strategy 2041 (WASM). Additionally, the Strategy will direct the delivery of Goal 6 of Council’s adopted Hawkesbury Waste and Resource Recovery Strategy, to ‘Reduce Litter’. The adopted Strategy can be viewed at www.hawkesbury.nsw.gov.au/__data/assets/pdf_file/0010/243559/Waste-Strategy-Draft-2022-pages.pdf

As a first step in the planning process, Council is engaging with the community in the Hawkesbury Local Government Area (LGA) to gain valuable insights into litter challenges and opportunities from a community perspective.

What is litter? Litter is the small items that would fit into a plastic bag. Illegal dumping is larger items e.g., mattresses, tyres, etc. Please note that illegal dumping is OUTSIDE the scope of this survey.

If you are a resident in the Hawkesbury LGA, you can provide input via a short survey by 20 June 2024. It will take less than 10 minutes to complete, and responses can be anonymous if you prefer. This project is an NSW Environment Protection Authority Waste and Sustainable Materials Strategy initiative, funded from the Waste Levy.

Draft Communication and Engagement Strategy now on public exhibition

Strong communication and engagement channels between Council and residents are fundamental in supporting the delivery of services and projects that make the Hawkesbury a great place to live, work and play, while informing, empowering and connecting our diverse and dynamic community.

This vision lies at the heart of our Draft Communication and Engagement Strategy 2024-2028, which is now on public exhibition. It seeks to build on the work which has been done to communicate and engage with the community and identifies opportunities, challenges and actions to improve Council's practices.

A copy of the Draft Strategy can be viewed at www.yourhawkesbury-yoursay.com.au or at Council's Administration Building at 366 George Street, Windsor, Hawkesbury Central Library at 300 George Street, Windsor, and at Richmond Library at 29 West Market Street, Richmond.

The community is invited to review the Strategy and provide their feedback and insights by Monday, 14 July 2024.

Community engagement was integral to the development of the Draft Communication and Engagement Strategy 2024-2028 and Council implemented an engagement program with more than 600 people between October 2023 and May 2024.

The engagement activities included reviewing the results from the Community Satisfaction Survey, conducting a range of targeted community surveys, focus group workshops and face to face discussions with the Aboriginal community and Councillors.

Once finalised, the Communication and Engagement Strategy 2024-2028, which includes a detailed Action Plan, will formally guide communication and engagement over the next four years.

Nominations open for the Natalie Burton Memorial Award

Do you know a high school student who has shown great strength by overcoming adversity? Now is your chance to nominate them for the Natalie Burton Memorial Award.

Hawkesbury City Council has called for nominations for the annual Natalie Burton Memorial Award on behalf of the Burton, Turner and Lawrance families. Community members are encouraged to nominate any high school student from a high school in the Hawkesbury area whom they feel could be awarded with the prestigious Natalie Burton Memorial Award and $200 prize money.

The award is intended for a recipient who has faced a challenging circumstance and, despite this adversity, has still succeeded through their personal application and determination. This could be a disability, illness or a serious accident, the loss of a family member or other situations that sometimes present in life.

The award is open to male or female students and is not restricted to academic achievement; it may take the form of community, sporting or general achievements and improvements.

Natalie Burton was a remarkable individual who died from cancer in March 2003 at the age of 32. Natalie was herself an exceptional student who accomplished a great deal during her life. This award aims to see Natalie’s life and her extraordinary achievements inspire local students to overcome adversity in their own lives to still achieve.
