Public Exhibition – Draft 2024/2025 Operational Plan
Hawkesbury City Council is inviting community members to view and comment on Council’s Draft 2024/2025 Operational Plan, which is on public exhibition until Tuesday, 7 May 2024 at www.yourhawkesbury-yoursay.com.au
The Draft 2024/2025 Operational Plan has been developed to outline the proposed projects, programs, and activities for 2024/2025. It also includes information about rates, fees and charges and estimated income and expenditure.
Some of the highlights of the Draft Operational Plan include budgets of:
- $107.6 million on improving local roads and drainage
- $39.8 million on upgrading public spaces, parks, sports and recreation facilities
- $45.6 million on community and culture including local events, our Libraries, Gallery and Museum
- $39.1 million on waste collection, landfill and sewer.
Key initiatives will include:
- $129 million Capital Works Program focused on flood recovery, asset renewal and Western Sydney Infrastructure Grants Projects
- 130 key actions for delivery across a wide range of services
- Engagement, design and commencement of construction on the city shaping Western Sydney Infrastructure Grants Projects
- Strategy and policy implementation to deliver on key environmental, economic, governance and social outcomes
- Continuing to provide and improve services for our community.

All submissions will be considered and may be included in a Council meeting business paper. Your submission, and any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act, 2009. The inclusion of personal information in your submission is voluntary, however, if not provided, may affect consideration of the submission. The information will ultimately be stored in Council’s records system.

Suitably qualified Building Trades and Associated Service providers are invited to submit their respective schedule of rates for the specified works for building and associated services in the fields of reactive, programmed, and capital works jobs, to a wide range of council assets throughout the Hawkesbury LGA as outlined in the tender documents. Tender period is for an initial period of 5 years with an option of a further 2 years, tenders will be received up to 3pm on 2 May 2024.

Council (the Principal) is seeking Tenders from appropriately eligible contractors and organisations for Disposal services for construction/ demolition materials generated within Hawkesbury City Council Local Government Area for a three (3) year period, with the option to extend the agreement for a further two (2) year period (1x1) at the sole discretion of Council.

Hawkesbury Active Transport Plan on public exhibition
Hawkesbury City Council has developed a Draft Hawkesbury Active Transport Plan which is on public exhibition at www.yourhawkesbury-yoursay.com.au from 20 March 2024 to 16 April 2024.
A hard copy of the Draft Plan can also be viewed at Council’s Administration Building, 366 George Street, Windsor, Monday to Friday from 9am to 4pm during the exhibition period.
The Draft Hawkesbury Active Transport Plan provides the framework for an integrated connected network of walking and cycling infrastructure by completing the missing links and developing safe, quality infrastructure and priority routes.
The Plan will provide mobility links throughout the Hawkesbury to connect our centres, parks and facilities and provides an opportunity to review and align priorities developed by the Hawkesbury Mobility Plan 2010 (Bike Plan and Pedestrian Access and Mobility Plan) and set the direction for the next 10 years across the Local Government Area.

Nominations open for the Natalie Burton Memorial Award
Do you know a high school student who has shown great strength by overcoming adversity? Now is your chance to nominate them for the Natalie Burton Memorial Award.
Hawkesbury City Council has called for nominations for the annual Natalie Burton Memorial Award on behalf of the Burton, Turner and Lawrance families. Community members are encouraged to nominate any high school student from a high school in the Hawkesbury area whom they feel could be awarded with the prestigious Natalie Burton Memorial Award and $200 prize money.
The award is intended for a recipient who has faced a challenging circumstance and, despite this adversity, has still succeeded through their personal application and determination. This could be a disability, illness or a serious accident, the loss of a family member or other situations that sometimes present in life.
The award is open to male or female students and is not restricted to academic achievement; it may take the form of community, sporting or general achievements and improvements.
Natalie Burton was a remarkable individual who died from cancer in March 2003 at the age of 32. Natalie was herself an exceptional student who accomplished a great deal during her life. This award aims to see Natalie’s life and her extraordinary achievements inspire local students to overcome adversity in their own lives to still achieve. Integrated Development Proposal

Hawkesbury City Council has received a Nominated Integrated Development Application under the Heritage Act 1977, the site is identified as a state heritage item l134 pursuant to Clause 5.10 of the LEP - Place of Public Worship - Installation of a peal of bells and remedial structural works to the original church building at the above property. The applicant is Edwards Heritage Consultants. Hawkesbury City Council is the consent authority.
The development application and supporting information will be on public exhibition from 27 March 2024 to 24 April 2024.

During the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference DA0508/23. Where a submission by way of objection is made, the grounds for objection are to be specified in the submission. Should you lodge a submission, your views will be taken into account as part of our assessment and a reply will be forwarded to you when the application is determined.
Please note that confidentiality is not available to objectors. The details of any submissions may be included in a Council report or forwarded to the applicant where it may help to resolve design or operational problems. Information (including copies of submissions) may also be released in accordance with Council Policy for Access to Information.
Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Any submission made is to be accompanied by a Political Donation and Gift Disclosure Statement. This statement is available from Hawkesbury City Council.
If you have any concerns about the proposal, it is suggested that you speak with the assessing officer so that all aspects may be fully discussed.
