Exhibition of Planning Proposal LEP002/15 – 79 and 95 Bells Lane, Kurmond and 457 Bells Line of Road, Kurmond
Council is exhibiting a planning proposal affecting:
- 457 Bells Line of Road, Kurmond, Lot 31 DP 7565
- 79 Bells Lane, Kurmond, Lot 38 DP 7565 and
- 95 Bells Lane, Kurmond, Lot 12 DP 711049.
The objective of the planning proposal is to enable the subdivision of the subject sites into a total of 9 lots by amending the Lot Size Map of Hawkesbury Local Environmental Plan 2012 to change the minimum lot size for subdivision of the subject sites to 4,000m2, 9,100m2 or 1ha.
The planning proposal and other supporting documentation is on public exhibition for the period Thursday, 2 September 2021 to Friday, 1 October 2021.
The planning proposal and other supporting documentation can be viewed during the exhibition period on Council’s online community engagement site www.yourhawkesbury-yoursay.com.au.
Council will receive submissions in writing via yourhawkesbury-yoursay.com.au or addressed to the General Manager, by mail to Hawkesbury City Council, PO Box 146 Windsor NSW 2756, or email council@hawkesbury.nsw.gov.au up to close of business on Friday, 1 October 2021.
Please note confidentiality is not available to respondents. The details of any submissions may be included in a Council report or forwarded to the proponent where it may help to resolve issues raised in the submission. Information (including copies of submissions) may also be released in accordance with Council’s Access to Information Policy.
The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the proposal. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.
Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Service Unit or on Council’s website.
Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc, for the purposes of the Privacy and Personal Information Protection Act 1988.
Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.
The Minister for Planning and Public Spaces has delegated the making of the Local Environmental Plan to Council.

Public Exhibition – Draft Hawkesbury Aboriginal Cultural Heritage Study
Hawkesbury City Council is inviting community members to view and comment on Council’s Draft Hawkesbury Aboriginal Cultural Heritage Study, which will be on public exhibition from Thursday, 2 September 2021 until Friday, 1 October 2021.
The Study has been developed in consultation with the Aboriginal community and provides the following outcomes:
1. Comprehensive assessment and mapping of the historic known and unknown Aboriginal archaeological sites and relics in consultation with the Aboriginal community to build a complete picture of the cultural landscape of the Hawkesbury.
2. Comprehensive assessment and mapping of the historic and contemporary Aboriginal cultural heritage values in conjunction with local communities to complement the existing traditional and archaeological values in order to build a more complete picture of the cultural landscape of the study area.
3. Integrating Aboriginal cultural heritage into land use planning and Environmental Impact Assessment.
4. Establish effective mechanisms for community involvement in land use planning in the study area and a basis for communication between Government, landowners and the community about Aboriginal Heritage.
The intention of the document is to start the process of truly understanding connection to country, and to provide Council officers with the tools to recognise the potential for known and unknown sites that may be impacted through development or Council operations. The Study is a starting guide for mapping, Aboriginal Heritage Information Management System (AHMIS) registering and to start the conversation with local elders first with respect to potential sites.

The information will ultimately be stored in Council’s records system.
