Exhibition of Draft Hawkesbury Rural Lands Strategy

Hawkesbury City Council has recently prepared the Draft Hawkesbury Rural Lands Strategy in order to:

  • Identify the economic, environmental and social opportunities for the preservation, management and enhancement of rural lands within the Hawkesbury Local Government Area;
  • Guide the future planning, development and management of rural lands within the Hawkesbury Local Government Area;
  • Inform robust decision making and outcomes for planning proposals, development applications and a review of broader strategic plans such as the Hawkesbury Local Environmental Plan 2012 and Development Control Plan;
  • Provide appropriate land use planning controls reflective of the circumstances of Hawkesbury’s rural lands taking into account the impacts of emerging pressures and opportunities.

Preparation of the Draft Hawkesbury Rural Lands Strategy has been undertaken in order to address the Greater Sydney Region Plan and Western City District Plan, and inform the Local Strategic Planning Statement and subsequent review of the Local Environmental Plan and Development Control Plan.

The Draft Hawkesbury Rural Lands Strategy includes Key Recommendations focused on:

  • Growth Management
  • Rural Lands Preservation
  • Economic Development
  • Land Use Planning

At its meeting on 8 December 2020, Council resolved to place the Draft Hawkesbury Rural Lands Strategy on public exhibition.


The Draft Hawkesbury Rural Lands Strategy and other supporting documentation is on public exhibition for the period Friday 18 December 2020 to Monday 15 February 2021.

The Draft Strategy can be viewed during the exhibition period:

  • on Council’s website www.hawkesbury.nsw.gov.au,
  • Council’s online community engagement site www.yourhawkesbury-yoursay.com.au,
  • at Council’s Administration Building, 366 George Street, Windsor between 9.00am to 4.00pm Monday to Friday.

Council would welcome the opportunity to engage with and seek feedback from all stakeholders regarding the Draft Rural Lands Strategy. Written submissions in relation to the Draft Strategy can be:

  • submitted via Council’s online community engagement site www.yourhawkesbury-yoursay.com.au
  • posted to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756,
  • faxed to (02) 4587 7740, or
  • emailed to council@hawkesbury.nsw.gov.au.

The last day for the receipt of submissions is Monday 15 February 2021.
Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the GIPA Act. The inclusion of personal information in your submission is voluntary but, if not provided, may affect consideration of the submission. The information will ultimately be stored in Council’s records system.

Exhibition of Draft Net Zero Emissions and Water Efficiency Strategy

Council has a commitment to become a net zero emissions organisation by 2050, if not sooner. Additionally, the Hawkesbury Community Strategic Plan 2017-2036 outlines that the Hawkesbury community aspires to become a carbon neutral Local Government Area. In order to establish a pathway to achieving these aspirations and direction, Council has recently prepared a Draft Net Zero Emissions and Water Efficiency Strategy.

The Draft Strategy outlines a plan to guide Council, and the community to achieve emissions and water reductions across Council’s operations and the broader local government area. The Draft Strategy will assist to deliver a climate resilient community with economic benefits for council and the community through decreased operational costs and environmental benefits. The implementation of this Draft Strategy requires collaboration and coordination across Council, and stakeholders, including residents, businesses and state government agencies.

Following technical analysis of the emissions sources, population projections and the development and implementation of the actions referenced in the Draft Strategy, the following targets for emissions reductions and water efficiency have been recommended:

Council Operations

  • Net Zero Emissions by 2030 or earlier
  • No net increase in potable water use (Sydney Water Mains)
  • All non-potable water demand to be serviced using recycled water

The Hawkesbury Community

  • 25% reduction in emissions relative to FY2016/2017 baseline by 2028
  • 60% reduction in emissions relative to FY2016/2017 baseline by 2036
  • Net Zero Emissions by 2050 through strategies and carbon offsets
  • No net increase in water use relative to FY2016/2017 baseline by 2028
  • Under 5% increase in water use relative to FY2016/2017 baseline by 2036
  • Under 25% increase in water use relative to FY2016/2017 baseline by 2050

The Draft Strategy covers 6 Strategies towards a net zero resilient Hawkesbury, including:
1. A more resilient and renewable powered grid
2. Greener suburbs and better design
3. Low carbon and local transport
4. Towards a zero-waste community
5. Drought resilient, green centres
6. Council leading by example

Development Proposal

8-10 Woodlands Road WILBERFORCE NSW 2756 Lots 2 & 3 DP 260028

Hawkesbury City Council has received a development application for the construction of a poultry processing plant, car park and driveway, and the operation of a livestock processing industry (poultry abattoir) at 8-10 Woodlands Road, Wilberforce. The applicant is Mark Terry Attard and the Hawkesbury Local Planning Panel will be the consent authority.

The proposal is categorised as ‘designated development’ under Schedule 3 Section 22 of the Environmental Planning and Assessment (EP&A) Regulation 2000 and ‘integrated development’ under Schedule 1 Section 23 of the Protection of the Environment Operations (PoEO) Act 1997.

The development application and supporting information will be on public exhibition for the period of 4 February to 8 March 2021. All plans and details may be inspected between 8:30am and 5:00pm Monday to Friday at Council's Administration Building, 366 George Street, Windsor.

During the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference ‘DA0409/20’. Where a submission by way of objection is made, the grounds for objection are to be specified in the submission. Should you lodge a submission your views will be taken into account as part of our assessment, you will be advised of any meeting and a reply will be forwarded to you when the application is determined.

Please note that confidentiality is not available to objectors. The details of any submissions may be included in a Council report or forwarded to the applicant where it may help to resolve design or operational problems. Hawkesbury City Council has received a development application for the demolition of the existing structures and the construction of a pub, hotel or motel accommodation and a car park at 90 March Street, Richmond. The applicant is Michael Watts and Hawkesbury City Council is the consent authority for the application.

The development application and supporting information will be on public exhibition for the period of 4 February to 18 February 2021.
