Exhibition of Planning Proposal – Jacaranda, Glossodia
Council is exhibiting a planning proposal affecting 185.3ha of land known as “Jacaranda” at Glossodia (subject site) consisting of the following properties:

- Lot 19 DP 214753, 211 Spinks Road, Glossodia,
- Lot 20 DP 214753, 213 Spinks Road, Glossodia
- Lot 75 DP 214752, 361 Spinks Road, Glossodia
- Lot 3 DP 230943, James Street, Glossodia
- Lot 44 DP 214755, 3 Derby Place, Glossodia
- Lot 50 DP 751637, 746A Kurmond Road, Freemans Reach
- Lots 1, 2 and 3DP 784300, 780A – 780C Kurmond Road, North Richmond
The primary objective of the planning proposal is to enable an improved ecological outcome for the subject site whilst enabling development of the subject site for residential, public recreational, environmental conservation and infrastructure purposes.
The planning proposal reconfigures the current R2 Low Density Residential, R5 Large Lot Residential, RE1 Public Recreation and SP2 infrastructure zoning of the subject site made under Hawkesbury Local Environmental Plan 2012 (Amendment No 5) in December 2014. The proposed amendments will provide the highest level of protection for parts of the subject site containing critically endangered species and endangered ecological communities by rezoning those areas to E2 Environmental Conservation whilst retaining a maximum yield of 580 lots.

- Draft Voluntary Planning Agreement.
The planning proposal is on public exhibition for the period Thursday 25 February 2021 to Sunday 28 March 2021.

Written submissions in relation to the planning proposal should be referenced “LEP001/18 Jacaranda” and can be posted to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756, faxed to (02) 4587 7740, or emailed to council@hawkesbury.nsw.gov.au.
The last day for the receipt of submissions is Sunday 28 March 2021.
Please note confidentiality is not available to respondents. The details of any submissions may be included in a Council report or forwarded to the proponent where it may help to resolve issues raised in the submission. Information (including copies of submissions) may also be released in accordance with Council’s Access to Information Policy.
The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the proposal. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.
Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Service Unit or on Council’s website.
Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc, for the purposes of the Privacy and Personal Information Protection Act 1988.
Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.
The Minister for Planning and Public Spaces has delegated the making of the local environmental plan to Council.

Yarramundi and Navua Reserve Plan of Management
Hawkesbury City Council is developing a Plan of Management for Yarramundi and Navua Reserves, located at the confluence of the Grose and Nepean Rivers. This plan will guide how the parks may be used, managed and improved in the future.
Members of the community are invited to drop-in to Yarramundi Reserve or Navua Reserve on Saturday, 6 March 2021 to meet Council staff and the consultant team developing the Plan of Management for the reserves.
Information will be available on the preliminary results from the recent community survey and site analysis. Feedback on potential solutions to issues raised will be sought.
Drop in to:
- Yarramundi Reserve – Saturday, 6 March 2021 from 10am to 12pm, picnic area on the northern side.
- Navua Reserve – Saturday, 6 March 2021 from 1pm to 2pm
Please note that the plans will be guiding documents, their main purpose is to ensure that any future works within the park will be consistent with the overall vision for the park. It is not anticipated that development of the park will be completed in the short to medium term.

Integrated Development Proposal

The proposed development is defined as integrated development under Section 4.46 of the Environmental Planning and Assessment Act 1979 because an approval under the Water Management Act 2000 is required. The approval body is The Natural Resources Access Regulator.
The development application and supporting information will be on public exhibition for the period 25 February 2021 to 29 March 2021. All plans and details may be inspected between 9:00am and 4:00pm Monday to Friday, at Council's Administration Office, 366 George Street, Windsor.
During the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference DA0015/21. Where a submission by way of objection is made, the grounds for objection are to be specified in the submission.
