Exhibition of Draft On-Site Sewage Management Policy
The purpose of the On-Site Sewage Management Policy is to guide the management of onsite sewage facilities, to protect and enhance public health and the environment and to assist Council in prioritising resources based on a risk assessment.
The effective and successful management of domestic, commercial and industrial wastewater systems within the un-sewered areas of Hawkesbury is a non-discretionary role of Council. The draft policy supports a systematic approach to sustainable land use planning, site assessment, system design and installation and also ensures accountability by owners and operators for the correct operation and maintenance of on-site sewage management systems.
The Draft Sewage Management Policy is on public exhibition from Friday 10 January 2020 to Friday 28 February 2020 8:30am to 5pm at Council’s Administration Building, 366 George Street, Windsor and may be also be viewed on Council’s website at www.hawkesbury.nsw.gov.au
If you would like to make a submission, Council will receive these, in writing, addressed to the General Manager, Hawkesbury City Council, PO Box 146, Windsor NSW 2756, by fax to (02) 4587 7740 or by email to council@hawkesbury.nsw.gov.au up to close of business on
Friday 28 February 2020. Council will consider all submissions received at a subsequent Council Meeting.
Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act, 2009. The inclusion of personal information in your submission is voluntary but, if not provided, may affect consideration of the submission. The information will ultimately be stored in Council’s records system.

Exhibition of Draft Voluntary Planning Agreement Policy
Council at its Ordinary Meeting on 10 December 2019 resolved to place on exhibition a Draft Voluntary Planning Agreement Policy.
The purpose of the Draft Voluntary Planning Agreement Policy (VPA Policy) is to provide a framework for Hawkesbury City Council to guide the preparation of Voluntary Planning Agreements. The VPA Policy has been prepared in accordance with Subdivision 2 of Division 7.1 of Part 7 of the Environmental Planning and Assessment Act 1979 and the relevant sections of the Environmental Planning and Assessment Regulation 2000.
A VPA may be used for a variety of reasons in order to achieve public benefits which are not ordinarily available through the planning and development system or are available in a restricted manner. Voluntary Planning Agreements:
* provide a means for allowing the local community to share in the financial benefit obtained by a developer due to a change in planning controls or a consent to a development application;
* provide a way for the local community to secure public benefits in addition to measures which are required to address the impact of development on private and public lands;
* allow for a flexible means for achieving good development outcomes and targeted public benefit;
* provide opportunities for the local community to participate in the quality and delivery of public benefits; and
* allow developers to have an input to the type, quality, timing and location of public benefits.

Hawkesbury City Council has received a development application for Intensive Agriculture - Use of Site for Intensive Plant Agriculture, Change of Use of Outbuilding to Farm Building and Water Storage Facility at the above property. The applicant is Julie Su. Hawkesbury City Council is the consent authority.
The proposed development is defined as integrated development under Section 4.46 of the Environmental Planning and Assessment Act 1979 because an approval under the Water Management Act 2000 is required. The approval body is the Natural Resources Access Regulator – Water NSW.
The development application and supporting information will be on public exhibition for the period 6 February 2020 to 20 February 2020. All plans and details may be inspected between 8:30am and 5:00pm Monday to Friday, at Council's Administration Office, 366 George Street, Windsor.
During the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference DA0506/19. Where a submission by way of objection is made, the grounds for objection are to be specified in the submission. Should you lodge a submission, your views will be taken into account as part of our assessment and a reply will be forwarded to you when the application is determined.
Please note that confidentiality is not available to objectors. The details of any submissions may be included in a Council report or forwarded to the applicant where it may help to resolve design or operational problems. Information (including copies of submissions) may also be released in accordance with Council Policy for Access to Information.
If you have any concerns about the proposal, it is suggested that you speak with the assessing officer so that all aspects may be fully discussed. Matters such as privacy, overshadowing and impact on adjoining owners are a normal part of our assessment.
